This is a list of the Request for Proposals (RFP) currently available.
Group Medical and Prescription Drug Coverage Request for Proposal
The State of North Dakota, acting through its North Dakota Public Employees Retirement System (NDPERS), on behalf of the Public Employees Retirement Board is soliciting proposals for the insurance and/or administration of its employee medical and prescription drug and retiree medical insurance plans. Proposals will be accepted from administrative/insurance companies (“Vendors”) that are capable of offering a statewide provider network, utilization management, disease management, wellness program, and pharmacy benefit manager services along with other related services. The contract to be awarded is a multi-year arrangement beginning July 1, 2027, and ending June 30, 2029.

RFP Inquiries and Contact Guidelines
From the date of issuance until the announcement of the finalist(s), Vendors may contact only the RFP Coordinator(s). All correspondence and questions must be submitted in writing via e-mail to the RFP Coordinator(s) in accordance with the timeline set forth in this RFP. NDPERS personnel are not authorized to discuss this RFP with Vendors; doing so may result in disqualification. Vendors may continue to communicate with NDPERS staff regarding other relevant business matters.
Sequence of activities for this RFP
- June 1, 2026: RFP issued
- June 5, 2026: Vendor provides notice of intent to propose
- June 18, 2026 (3:30 pm CST): Virtual Vendor Conference
- June 22, 2026 (by 5:00 pm CST): Vendor questions (in writing) due to Deloitte
- July 15, 2026 (by 5:00 pm CST): Proposals due
- September 2026: Finalist presentations (if requested)
- October 2026: NDPERS notifies finalist of intent to negotiate
- December 2026: Vendor and NDPERS begin implementation
- July 1, 2027: Vendor begins providing services

Investment Consultant Services Request for Proposal
The North Dakota Public Employees Retirement System (NDPERS) is soliciting proposals from qualified firms to provide consultant services for the NDPERS 457(B) Deferred Compensation Plan (referred to as the Companion Plan) and 401(A) Defined Contribution Plan. NDPERS is soliciting proposals for an initial period of January 1, 2027, to December 31, 2028.
Sequence of activities for this RFP:
- June 10, 2026: RFP is issued
- June 30, 2026 by 5:00 p.m. (CST): Deadline for RFP questions
- July 14, 2026: Answers to RFP questions posted to NDPERS website
- July 31, 2026 by 5:00 p.m. (CST): Proposals due
- September 2026: NDPERS Board review of proposals
- October 2026: Finalist interviews and Best and Final Offers due, if deemed necessary by the NDPERS Board
- October/November 2026: Selection and award of contract by NDPERS
